Why does a district name matter more than the city name in Oakland?
Oakland's commercial life is organised into strongly identified districts, including Downtown and Uptown, Temescal, Rockridge, Jack London Square, Fruitvale and Grand Lake, and residents search using those names rather than the city name.
District terms therefore carry higher intent and much less competition, and a business that names its district accurately is doing something most competitors have not.

A large city of named districts.
Oakland sits in Alameda County on the east side of San Francisco Bay, with Berkeley and Emeryville to the north, Alameda across the estuary to the south-west, San Leandro to the south-east and the Oakland Hills to the east. Interstate 580, Interstate 880 and State Route 24 all cross it.
Downtown and Uptown occupy the city centre around Broadway and Telegraph Avenue, with Lake Merritt immediately east. Jack London Square sits on the waterfront. Temescal runs up Telegraph Avenue to the north, Rockridge along College Avenue near the Berkeley border, Grand Lake beside the lake and Fruitvale along International Boulevard to the east.
BART serves the city heavily, with 12th Street, 19th Street, Lake Merritt, MacArthur, Rockridge and Fruitvale among the stations. The Port of Oakland occupies the waterfront west of downtown. From our San Francisco office at 580 California Street the BART ride under the bay is short and direct.
A genuinely diverse economy across genuinely different districts.
Downtown and Uptown carry offices, government, healthcare administration, restaurants and a substantial nightlife and arts economy. Rockridge and Temescal carry independent retail and dining streets with strong walkable character. Grand Lake and the areas around the lake serve a dense residential population.
Fruitvale and International Boulevard carry a large independent and largely Latino commercial economy: restaurants and taquerias, groceries and markets, clothing and retail, auto service, clinics, tax and immigration services, much of it trading primarily in Spanish.
The port, the industrial west and the logistics corridor form a substantial business-to-business economy, and healthcare is a major employer across the city. A large creative, technology and professional population works from home offices and small studios across all of it.

Spanish and Chinese language demand are both significant in specific parts of the city and almost nobody publishes for them. Each of these is sold on its own. Nothing here requires taking the rest.

For a local business in Oakland this cuts both ways. Fewer clicks reach a website, but the map pack, the profile and the answer itself are all surfaces where a business can win without a click ever happening. That is why we do not measure this work in sessions.
Six markets, several languages, one city name.
A business in Rockridge and one in Fruitvale are in different markets with different competitors, different customers and often different languages. Treating Oakland as a single market produces a plan that fits none of them, and grid ranking across the city makes the separation obvious within a day.
Language is the other major factor. Spanish-language demand along International Boulevard and in Fruitvale is substantial, and Chinese-language demand around Chinatown and parts of the east is significant too. Very few competitors publish profiles, sites or review responses in those languages, which makes it one of the clearest openings in the East Bay.
A business in Rockridge and one in Fruitvale share a city name and essentially nothing else.
Ranking is halfway. The other half is the next sixty seconds.
Residents search by district here, and district terms carry far higher intent with far less competition than the city name.
Plenty of businesses in Oakland already appear. The enquiry still does not arrive, because the number goes to a voicemail, the form asks for eight fields, or the page never says what it costs or how to start.
That is cheaper to fix than a ranking problem and it moves faster. A phone answered on the second ring, a two-field form, and a page that states the obvious next step will change the enquiry count without touching a single search result.
It is also the part that makes measurement honest. Once every call and form is attributed, the argument about whether marketing is working stops being an argument.
