The trade's reputation

Paving has a specific and well documented consumer protection problem. Travelling operators knock on doors, claim to have leftover material from a job nearby, offer a discount for an immediate decision, take a deposit and either disappear or lay something that fails within a season. Consumer agencies publish warnings about it and local news covers it every summer.

The consequence is that a legitimate paving contractor is being assessed against that template whether they know it or not. Every marketing decision should be read through that lens.

What defuses it is permanence and verifiability. A physical address rather than a post box. A licence number with a link to the state lookup. A phone number that has existed for years. Photographs of jobs on streets a local person recognises. Reviews stretching back across seasons rather than a cluster from last month.

It also means being careful with the tactics that resemble the scam. Unsolicited door knocking, pressure to decide today, deposits taken before any paperwork, and dramatic discounts for immediate commitment all read as warning signs to an educated homeowner, even when the business behind them is legitimate.

The contractors who do best here tend to lean into the opposite: slow, detailed, documented and unhurried. In a category where the fraud is fast and pushy, being methodical is a marketing position.

The seasonal shape means budget spread evenly across a year is largely wasted. Demand concentrates when the weather allows work, and within that window the competition is dense because every local contractor is chasing the same short season.

The lever available is relevance rather than bid. A campaign with separate ad groups and landing pages for driveway replacement, resurfacing, sealcoating and commercial work will earn better ad rank at lower cost than one sending everything to a homepage, because the page actually answers the query.

Geography needs the same discipline. Paving crews and equipment do not travel economically, so a service area set wider than the practical working radius produces enquiries that are unprofitable before the first visit.

Commercial terms are worth separating entirely. A property manager searching for car park resurfacing is a different buyer with a different budget, and mixing them into a residential campaign wastes both.

    Capacity, insurance limits, night and weekend working, phased scheduling to keep a site operating, and the kinds of property you handle. Most paving websites are entirely residential.

  2. Get on to bid lists

    Municipalities, school districts, housing associations and large property managers frequently run procurement processes. Being registered and known is a prerequisite rather than a marketing tactic.

  3. Sell the maintenance cycle

    Sealcoating, crack filling and line marking repeat, and a contractor who proposes a schedule rather than a job turns a single project into an account.

  1. Solve the disruption problem

    A car park closure costs a business money. A contractor who explains phasing, timing and access clearly is competing on something other than price.

  2. Document everything

    Commercial clients need records for their own reporting. A contractor who supplies photographs, materials documentation and a completion report is easier to re-appoint than one who does not.

Reviews spread across several seasons demonstrate that the business has been operating locally for years, which is precisely the thing a travelling operator cannot fake. The quote

Asphalt failure is almost always a base failure. Insufficient excavation, inadequate sub-base, poor compaction and no attention to drainage produce a surface that looks identical on the day and is broken within two winters.

That is invisible to a homeowner comparing two numbers, which is exactly why the quote has to make it visible. Excavation depth, sub-base material and depth, compaction, asphalt thickness, edge detail and drainage fall are the specifics that separate a proper job from a cheap one.

The same content belongs on the website. A page explaining why paving fails, written without pointing at anybody, lets a homeowner interrogate a cheaper quote themselves. That is far more persuasive than a contractor telling them a competitor is cutting corners.

Be equally clear about what you are not doing. An overlay on a failing base is sometimes a legitimate, cheaper option with a shorter life, and a contractor who explains that honestly and lets the homeowner choose builds more trust than one who insists on the expensive option without explanation.

The rules

What applies to paving advertising.

  • The FTC's rule on fake reviews and testimonials took effect on 21 October 2024. It covers buying reviews, writing your own, and suppressing negative ones. Every review we help collect is first party, requested from a real customer, and never gated on the rating they intend to leave.
  • Any material connection between you and someone endorsing you has to be disclosed clearly and close to the endorsement. Paying, gifting, discounting or employing someone all count as material connections.
  • The FTC's Mail, Internet, or Telephone Order Merchandise Rule requires a seller to have a reasonable basis for any shipping time it advertises, and to ship within 30 days where no time is stated. A dispatch promise in ad copy is a legal representation.
  • Local Services Ads are not a normal ad buy. Google requires businesses to complete background checks and to hold appropriate licences and insurance before ads can run, verifies licences against state databases, and requires a certificate of insurance where the category calls for one. Background checks reach service professionals as well as owners in urgent categories such as electrical, HVAC, plumbing, locksmith and garage doors.
  • Email and phone follow up carry their own rules. CAN-SPAM requires accurate headers, a physical postal address and a working opt out honoured promptly, and calls and texts to consumers sit under the Telephone Consumer Protection Act. Follow up sequences get built to those rules rather than retrofitted to them.

Door to door selling carries specific obligations in most places, including local solicitation permits and home solicitation sale cancellation rights that give a consumer a period to withdraw. Given the trade's reputation, any canvassing programme should be structured with your own counsel before it starts.

Measurement

Separate the two businesses in the report.

A paving company reporting residential and commercial together has a number that describes neither. A driveway and a five year car park maintenance account are not comparable events.

Residential should be measured on estimates issued, close rate and average job value. Commercial should be measured on accounts won, contract value and recurring maintenance revenue, on a longer horizon.

The seasonal compression means year on year comparison for the same month is the only honest view. A quiet February in a northern market is weather, not marketing.

One figure worth tracking that most paving businesses ignore: the proportion of residential customers who return for sealcoating. It is the closest thing the residential side has to recurring revenue and it depends entirely on whether anybody contacts them at the right interval.

Close rate deserves the same attention it gets in any quote driven trade. If it falls while enquiry volume rises, the campaign has drifted toward price shoppers, which in paving happens easily because the cheapest search terms attract people comparing against a door knocker's price.

Finally, record how each commercial account originated and keep that record for years. Commercial paving relationships run on maintenance cycles measured in seasons, and a monthly marketing report will never show that an account won three years ago is still the most profitable thing the business did that year. Those are vendor aggregates across every trade in the sector and they vary enormously inside it, so treat them as a way of spotting a quote that is out of range rather than as a target.

Define qualified by surface area, access, geography and whether the work is residential or commercial. Small residential repairs are frequently unprofitable once mobilisation is counted, and deciding that in advance is better than deciding it in a driveway.

The compliance concern in this trade is advertising conduct rather than licensing. That path is ours, it is measurable, and in most business audits it is the part doing the damage.

Where the handoff is only a link

Some vendors publish an embeddable widget and some publish nothing at all. Where there is nothing to embed and no deep link worth pointing at, the site sends the visitor to your booking page or your login and stops there. That is a perfectly good outcome and we would rather say so than describe a seam we cannot remove. What we can do is make the destination unsurprising, so nobody arrives wondering whether they are still dealing with you.
