Redwood City sits on the San Francisco Peninsula in San Mateo County, with San Carlos to the south, Atherton and Menlo Park to the south-west, and the bay to the east. US Highway 101 runs through it and El Camino Real runs parallel to the west, with State Route 84 crossing toward the Dumbarton Bridge.
Downtown Redwood City centres on Courthouse Square and Broadway, with the historic county courthouse, a cinema and a dense cluster of restaurants and bars. It is genuinely walkable and served by the Redwood City Caltrain station.
Redwood Shores, a planned district on the bay side, and the Seaport area carry a substantial technology and corporate office base. The port itself is the only deepwater port in the South Bay. Being the county seat concentrates legal and professional services near the courthouse: law firms, title and escrow, court services, accountancy, mediation and the supporting apparatus of a county court. Those firms compete county-wide rather than within the city.
Downtown's restaurant, bar and cinema cluster draws from across the mid-Peninsula, particularly in the evening, which makes it a destination district rather than a neighbourhood centre.
Redwood Shores and the Seaport area carry technology and corporate offices, including large software and enterprise employers, whose marketing is national and whose local requirement is recruitment and credibility. El Camino Real carries the everyday retail and service economy competing along the corridor into San Carlos and Menlo Park.
Ranking is halfway. The other half is the next sixty seconds.

Plenty of businesses in Redwood City already appear. The enquiry still does not arrive, because the number goes to a voicemail, the form asks for eight fields, or the page never says what it costs or how to start.
That is cheaper to fix than a ranking problem and it moves faster. A phone answered on the second ring, a two-field form, and a page that states the obvious next step will change the enquiry count without touching a single search result.
It is also the part that makes measurement honest. Once every call and form is attributed, the argument about whether marketing is working stops being an argument.

Downtown businesses compete for people willing to travel, which shifts weight toward reviews, photographs and readable menus and listings. The corridor and neighbourhood businesses are in an ordinary proximity market. Those are three different jobs and grid ranking across the city makes them visible quickly.
The bay-side technology base recruits nationally and gains very little from map pack position.
