TikTok ads suit some local businesses, and not most.
TikTok can put a local business in front of thousands of nearby people quickly, and for most local businesses it is still the wrong place to start. It earns a budget when the people who buy from you are genuinely on the platform, when what you sell is worth watching, and when somebody inside your business will keep filming.

Do TikTok ads work for a local business?
For some, not for most. TikTok advertising works for a local business when the buyer really is on the platform, when the product or the result is visual, and when the business can supply a steady stream of short vertical video. Pew Research Center puts TikTok use at 37% of United States adults and 63% of adults under 30, so the audience skews young.
It works badly for emergency services, for purchases made mostly by people over 50, and for any business with nothing to film. The ad is one video among many, and one that looks like an advertisement is swiped away before it has said anything.
The lever is creative rather than targeting, and the measure is booked jobs rather than views. VIS Mountain edits the video and runs the campaigns. The footage has to come from your own phone, because we do not film.

What a TikTok ad actually is
A TikTok ad is a full screen vertical video with the sound on, placed in a feed the viewer did not choose. People mostly do not see the accounts they follow. They see whatever the system predicts will hold them, and your ad is one more video in that stream.
That changes what the ad has to be. On search, a plain statement of the service and a phone number is enough, because the person was already looking. Here nobody was looking. The video has to earn its first two seconds, and the ones that manage it rarely look like advertising. They look like the rest of the feed: a person, a phone, a real job, a result.
Campaigns are bought in TikTok Ads Manager through an auction. You choose an objective, such as traffic, lead generation or conversions, set a location, an age range and a budget, and supply the video. TikTok's help centre lists location targeting down to city and zip code, and adds that accuracy is not guaranteed in every case, which matters if your service area is tight.
Who is actually on TikTok
Pew Research Center surveyed 5,022 United States adults between February and June 2025, using address-based sampling rather than an online panel. These are the shares who say they ever use TikTok.

Read that against your own customer list rather than the headline. If most of the people who pay you are under 45, a large share of them use the platform. Among adults aged 50 to 64 the figure is 30%, so past that age the same money goes further on search or on Facebook. The same survey found more women than men using it, 42% against 30%.
How a TikTok campaign is actually run
The constraint that decides the result comes before any setting in the ads manager.
Check the buyer is there
Before anything is filmed we look at who actually pays you: their ages, how they found you, what they bought. If the list is mostly over 55, or the work is mostly urgent call-outs, the honest recommendation is a different channel.
Agree what you will film
We do not film. You do, on a phone, while the work is happening. What we supply is a shot list written for this platform: the first two seconds, the payoff, the person speaking, and the finished job where the rules allow it to be shown.

Set up measurement before launch
The TikTok pixel on your website, and the Events API sending the same events from your server, with the two de-duplicated. TikTok itself recommends running both, because browser signals drop out. Both belong behind your site's consent settings, and the events are the ones that matter to you: a call, a form, a booking.

Start with posts that already work
If you or a local creator already have a post that people watched to the end and shared, that is the first ad. Spark Ads run an existing organic post as the advertisement, which is cheaper than guessing and looks like what it is.
Keep the structure simple
One or two ad groups, a location setting that matches where you really work, the age floor your category requires, and several different videos in each. Ten narrow ad groups with one video apiece starve each other of the results the system learns from.
Replace creative on a schedule
A video that worked in its first week wears out. The monthly work is mostly editing new cuts from what you filmed, retiring the tired ones, and noting which opening lines held attention.
Judge it on booked jobs
Views, likes and followers are diagnostics. The decision to continue rests on enquiries and bookings traced to the campaign, and on total enquiries while it ran.
A test budget, a test period and a stop rule are agreed before launch. If the numbers do not justify carrying on, we stop.
Spark Ads and standard ads
TikTok describes Spark Ads as a native format that runs an organic post as the advertisement, from your own account or from a creator's with their authorisation. A standard ad is a video uploaded straight into the ads manager.

Most local accounts should start with Spark Ads, because a post that has already earned attention is the cheapest creative test there is. If the post belongs to a creator who was paid or given anything, the Federal Trade Commission's endorsement guides require that connection to be disclosed in the video itself, and running it as an ad does not change that.
Where a TikTok view shows up in your reporting
Most people who book after seeing a TikTok video never tap the ad. They watch, forget, and search for you days later.
So the platform's conversion column understates the channel and its view counts flatter it. Three other reads are worth more. Enquiries and bookings that arrive through the campaign's own landing page, tracked number or lead form. Total enquiries in the weeks the campaign ran, against the weeks before it. And the answer to a question your front desk should already be asking everyone: how did you hear about us.
If all three stay flat after a fair test, the views were entertainment. That is a legitimate finding, and a cheaper one now than after a year.
The rules that apply on TikTok
TikTok publishes its advertising policies by industry and by country, and they are stricter than most owners expect. This is what its United States rules said when this page was written. Policies change, so the live page is checked before a campaign is built, and complying with them is the advertiser's responsibility.
Healthcare. Ads for medical institutions, cosmetic clinics and cosmetic surgery may be allowed if they comply with local law and are restricted to viewers aged 18 or older, and TikTok may ask for certification. Prescription medicines need proof of approval from a regulator such as the Food and Drug Administration.

Weight loss. Claims have to be restricted to adults and made through the promotion of a healthy lifestyle. TikTok does not allow suggestions that losing weight is easy or guaranteed, or that a product works without diet or exercise. Weight loss surgery needs permission arranged through a TikTok sales representative.
Before and after. TikTok's policy on misleading content does not allow product effect comparisons such as before and after results, and gives a cream shown erasing wrinkles as its example. For aesthetics, dental and fitness businesses that removes the most obvious creative idea, and it is better to know before filming than after a rejection.
Financial services. Advertisers have to be licensed, comply with the law and restrict their ads to adults. Payday loans, credit repair and bail bonds are among the services TikTok prohibits outright.
Above the platform sits the Federal Trade Commission: a claim made in a video needs the same evidence as a claim made in print. Medical practices carry one more duty. A reply to a comment must never confirm that somebody is a patient, however friendly the comment was. The practice is responsible for its own compliance, and we point to the regulator's page rather than give legal advice.
When TikTok is the wrong answer
We would rather rule this out in one conversation than spend a quarter proving it.
- Nobody in the business will film. This is the most common blocker, and no amount of editing or budget gets around it.
- Your customers are mostly past 55. The Pew figures above fall away quickly with age.
- The work is urgent. A burst pipe, a lockout or a toothache at midnight goes to search, not to a video feed.
- The obvious ad is a before and after, in a category where TikTok's policy does not allow one.
- You need every enquiry traced cleanly to its source. Much of what this channel does arrives later, through a search.
- Search advertising is not yet running, or not yet working. Demand that already exists is cheaper to meet than demand you have to create.
- The plan is to reuse a horizontal television advert. It will look like one, and be treated like one.
If three or more apply, spend the money elsewhere and come back when there is footage.

A decision on claims before anything is filmed. What may be said about results, whether patients or customers may appear at all, and who signs off each video.
Follow up. These are colder enquiries than search produces, and a lead form answered the following afternoon is mostly wasted.

How this connects to the rest
TikTok sits under paid advertising, and for most local businesses it comes after search rather than before it. Google Ads meets people who are already looking. This creates interest among people who were not.
In behaviour it is closest to Meta ads: creative is the lever, the first ask should be small, and results take time to settle. Many of the same cuts can run on both, and as YouTube ads in the Shorts format, which spreads the cost of editing.
It depends on video editing, which is where the clips you film become something worth running, and it draws on the same capture habit as social content.
Conversion tracking has to be in place first, and the click has to arrive somewhere built for it, which is the work described under landing pages. Retargeting is how viewers who visited and left are reached again.
Where a local creator's post becomes the ad, the agreement, the permission and the disclosure are handled under influencer and UGC marketing.

Do you film the videos?
No. VIS Mountain edits footage and produces animation and screen-based video. We do not send a crew or shoot on location. Here that is less of a limit than it sounds, because phone footage is what the feed is made of.

How much does TikTok advertising cost?
TikTok's help centre sets a floor: a daily budget has to exceed 50 dollars at campaign level and 20 dollars at ad group level. Above that you are bidding in an auction, so the cost of a click or a lead depends on your category, your area and how good the video is.
We will not quote a cost per lead we cannot source. The planning number that matters is what a booked customer is worth to you, which decides how much testing you can afford.
Can a medical or aesthetic practice advertise on TikTok?
In the United States, usually yes, within limits. TikTok's healthcare policy allows ads for medical institutions and cosmetic clinics that comply with local law and are shown only to adults, and its misleading content policy rules out before and after comparisons.
Patient privacy applies on top. Nobody appears without written authorisation, and replies to comments must not reveal that someone is a patient. The practice remains responsible for its own compliance.
Can we advertise with posts we already have?
Yes, and it is usually the best place to start. Spark Ads run an existing post as the advertisement, and the likes, comments and follows it earns stay on that post afterwards.
A creator's post can be used the same way once they give you an authorisation code. If they were paid or given anything, that has to be disclosed in the video.
What happened with the TikTok ban?
In January 2026 TikTok's United States operations were moved into a new joint venture, majority owned by investors other than its Chinese parent company, under the federal law that required the change. The app kept running throughout, and advertising on it never stopped.
We mention it because owners still ask. The lesson holds for every platform: keep the raw footage, the customer list and the website audiences in your own accounts, and never let one rented channel become the whole plan.
How long before we know whether it works?
Long enough for the system to learn and for more than one video to have been tried. The test budget, the test period and the result that would justify continuing are agreed before launch.
Nobody can promise a number of leads from a channel like this. What you should get is a clear read at the end of the test, including a recommendation to stop if the numbers say so.
